While trying to complain about a recent parking ticket, Donald learns that he has an older unpaid ticket. One which places him in an area of Duckburg which he never frequents, and in a period of several days which are entirely absent from his memory. In trying to get to the bottom of this mystery, Donald learns that he is a sleeper agent of a mysterious organization and gets pulled into its web of intrigues.
