A mysterious hat makes US invest in every crazy idea he hears; Scrooge want to walk in Duckburg, as a celebration his yearly "Idea day". But after he capture a lost news paper his top hat flows away. It got hit by a steamroller, and Scrooge have no choice to buy top hat. He finally got a new top hat at was owned by a old ruin business man. But when Scrooge got the top hat on, he strangely got excited to buy bad ideas for his "Idea day".
